　　For many catering companies, the use of plastic lunch boxes is also a helpless move. Some industry insiders say that Chinese food contains more soup and grease, and it is more suitable to use plastic lunch boxes. Although some catering companies currently use cartons and other packaging, most degradable lunch boxes are not suitable for Chinese food. They are easy to seep water and oil, making rice sticky and difficult to be accepted by consumers. In addition, the cost of lunch boxes is also a consideration for catering companies. Some people in charge of catering companies say that takeaway packaging accounts for about 2% of the total cost.

　　In fact, the plastic lunch boxes currently used for takeaway are not "useless". A reporter’s investigation found that most plastic lunch boxes are printed with recyclable labels, which can be recycled through the process of garbage recycling. But the reality is that most consumers throw away the lunch box directly after using it. Even if there are leftovers in the lunch box, most of them are "covered". Plastic waste and kitchen waste "mix and match", which brings a lot of trouble to the recycling of takeaway waste.

　　② Plastic recycling channels are not smooth

　　Even if it enters the garbage recycling process, the recycling value of takeaway lunch boxes is not high. According to industry insiders, the price of plastic recycling is low and the cost of recycling is high. Recyclers generally do not want to pick up takeaway lunch boxes full of oil stains. Even if they are picked up, it will take time and effort to clean them. Therefore, plastic lunch boxes are not popular in the recycling market. Whether it is garbage recycling companies or the city’s "scavengers", they are "uninterested" in recycling plastic products.

　　At the same time, China has not yet formed a complete recycling system. Plastic lunch boxes, as low-value-added recyclables, are difficult to enter the recycling channel of renewable resources. Even if consumers take the initiative to sort plastic waste, due to the incomplete recycling system, sanitation trucks may also mix all kinds of waste away when transporting garbage.

　　Since it is difficult to recycle, plastic lunch boxes can only be "mixed" into municipal solid waste, enter the waste treatment system, and eventually be incinerated or landfilled as ordinary waste. However, if different plastic components are incinerated together, it is easy to produce air pollution; and before landfill, large plastic waste is generally simply incinerated, which will generate a lot of exhaust emissions. Therefore, allowing plastic lunch boxes to enter the waste treatment system is by no means a cure.

　　In fact, the "white pollution" caused by plastic products is not unique to China. Countries around the world also face the same problem. If there is a relatively sound waste sorting system, plastic lunch boxes and other products can be effectively recycled through recycling channels. But data show that only 14% of plastic packaging in the world is currently recycled.

　　In terms of the cost of recycling lunch boxes, there are also experiences and lessons worth learning. For example, in Japan, the cost of recycling lunch boxes is borne by consumers; in Europe and the United States, the processing fee is borne by the manufacturer. In China, Shanghai implemented the "Interim Measures for the Administration of Single-use Plastic Lunch Boxes" in June 2000, and the management department charged the manufacturer of single-use plastic lunch boxes 3 cents per lunch box as a recycling fee. However, the implementation of this system was not smooth and was abolished in May 2014.

　　③ Strengthen classification, recycling and treatment

　　Experts said that to solve the problem of takeaway waste, we should start from the source and downstream ends. It is necessary to take measures to reduce the generation of takeaway waste, and to strengthen the professional recycling of takeaway waste. It is necessary to vigorously improve the efficiency of using and processing "stock waste", and strictly control the generation and scale of "incremental waste".

　　Strengthening classification and recycling and strengthening resource treatment are the main countermeasures to solve the problem of takeaway waste. In March this year, the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development issued the "Implementation Plan for the Domestic Waste Classification System", requiring 46 cities across the country to implement mandatory classification of domestic waste first, and the recycling rate of domestic waste will reach more than 35% by the end of 2020.

　　In this regard, experts say that because the identification of takeaway waste is relatively simple, it can be used as a breakthrough to promote waste classification management. For example, in areas where students and office workers are relatively concentrated, targeted takeaway waste sorting and recycling will be carried out. After the initial implementation of classification and collection, professional companies will be designated for unified recycling.

　　Sheng Min, secretary-general of the recycled plastics branch of the China Renewable Resources Recycling Association, said that there is currently no corresponding subsidy mechanism for the recycling of waste plastics and other renewable resources in China. He said that there are two ways to learn from, one is the European model, through the government to adopt mandatory policies to subsidize the recycling of renewable resources; the other is the Japanese model, through the cultivation of national quality, do a good job of waste sorting at the source.

　　Song Guojun, a professor at the School of Environment of Renmin University of China, believes that the mandatory source classification policy should be firmly implemented, following the polluter pays principle, implementing the extended producer responsibility system, incentivizing polluters to reduce waste output, and at the same time using resource recycling revenue to make up for the social cost of waste management.

　　④ Innovative takeaway packaging methods

　　From the source of takeaway waste, it is necessary to strengthen the regulation and supervision of takeaway enterprises to reduce takeaway waste. Among them, the most important idea is to seek innovation in takeaway delivery packaging and methods.

　　Experts suggest that relevant companies can subsidize their scientific and technological research and development, reduce taxes on degradable products, and block "white pollution" at the source, so that the public can obtain more convenient and environmentally friendly alternative products.

　　At present, some catering companies have used degradable materials such as pulp lunch boxes and sugarcane fiber plates, but the cost of such lunch boxes is often higher than that of plastic lunch boxes, so it will take time for them to be fully popularized.

　　In June this year, Meituan Takeaway, the China Cuisine Association, and the China Environmental Protection Foundation jointly launched the "Green Takeaway Industry Convention (Green Ten Articles) " with dozens of catering takeaway brands, which proposes "promoting the use of green tableware" and other content, and issued "hero posts" to the supply chain to find healthy and safe green tableware for small and micro enterprises in the catering industry. There are also takeaway platforms that are cooperating with scientific research institutions to develop degradable and environmentally friendly lunch boxes.

　　Experts suggest that binding regulations should be made on the reduction and recycling of takeaway packaging materials, and in accordance with the principle of "whoever pollutes will control", garbage disposal fees should be added to takeaway, and merchants, platforms and consumers should pay for the recycling of takeaway garbage.

　　Some people also pointed out that it is possible to follow the international garbage recycling deposit system and innovate recycling channels. Consumers pay part of the deposit to the platform when purchasing takeaway food, and after the meal is completed, the takeaway lunch box will be sent to the self-service recycling machine or manual recycling point. To this end, in accordance with the strategic deployment of the provincial party Committee and the provincial government to strengthen the industry, we propose to storm the industry and promote the high-quality development of industrial enterprises in Fuzhou. After a year of hard work, the following changes have taken place in the high-quality development of industrial transformation and upgrading in Fuzhou:

First, on the whole, the growth rate of industrial added value has been from the bottom of the province for a long time, and by the end of August this year, the growth rate of industrial added value has reached 7.9%, ranking fifth in the province and entering the upper-middle ranks.

Gao Shiwen:作为全国生态产品价值实现机制试点市、江西省生态文明先行示范市，抚州市深入学习贯彻习近平生态文明思想，攻坚克难、砥砺奋进，生态环境质量持续改善，绿色发展动能更加强劲，高质量发展基础不断夯实。主要是做好三篇文章。

一是“治山理水”文章。坚定打好污染防治攻坚战，全市生态环境质量稳居全省第一方阵。锚定“天更蓝”，统筹抓好工业废气治理、建筑扬尘污染治理、农作物秸秆禁烧、烟花爆竹禁放等工作，2021年全市空气质量创下有监测记录以来的最好水平。锚定“山更绿”，在全省率先实施全市域封山育林，森林覆盖率提高到67.2%，先后获批国家园林城市、国家森林城市、全国林业改革发展综合试点市。锚定“水更清”，扎实开展抚河流域(抚州段)水环境综合治理与可持续发展国家试点，强力推动水库退出承包养殖,地表水水质保持总体优良，国考、省考断面水质优良率达到100%。

The third is the article on the transformation of "two mountains". Actively explore multiple paths to realize the value of ecological products, and four reform measures, such as the mortgage mechanism of ancient villages and the "carbon inclusive" system, have been promoted throughout the country. Focusing on the "quantifiable" of green water and green mountains, we will innovatively build a city-wide GEP actuarial platform, formulate measures for the management of regional ecological assets transactions, and promote the transformation of ecological resources into ecological assets. Focusing on the "realizability" of green water and green mountains, we will implement the 1 million mu national reserve forest project, launch green financial products such as public welfare forest pledge loan and ecological credit link, and promote the transformation of ecological assets into ecological capital. Focusing on the "sustainable development" of green water and green mountains, we will promote industrial utilization, promote market-oriented transactions, implement value-based compensation, and promote the transformation of ecological advantages into development victories.

In the next step, we will promote pollution prevention, energy conservation and carbon reduction, realization of ecological product value and carbon neutrality in peak carbon dioxide emissions as a whole, and strive to be at the forefront and strive for the first class in building a beautiful China "Jiangxi model". Gao Shiwen:Since the 18th National Congress of the Communist Party of China, Fuzhou has persisted in making people live a happy and beautiful life as its goal, deeply practiced the people-centered development thought, made great efforts to do a good job in people’s livelihood, won the battle against poverty with high quality as scheduled, and built a well-off society in an all-round way with the whole province. New breakthroughs are mainly achieved in three aspects.

The first is to achieve new breakthroughs in grasping poverty alleviation and helping the poor. In the past ten years, the city has insisted on tackling poverty as the top priority and the first livelihood project, and made every effort to go to war. It has sent 1810 "Lianxin" teams to the villages to help the poor, innovated and implemented the early warning and monitoring mechanism of poverty alleviation quality, and explored the implementation of "accurate poverty prevention insurance", the project of health care and poverty alleviation in thousands of villages with wisdom, and the new model of home care and centralized care to help the poor, so as to achieve high-quality hat removal in two poverty-stricken counties and all 223 poverty-stricken villages. A total of 403,400 people have been newly employed in cities and towns, and 616,700 people have been transferred to rural labor. The employment placement rate of zero-employment families has reached 100%. 香港文汇报记者：抚州历史源远流长、文化底蕴深厚、古迹遗存众多、传统聚落完整，素有“才子之乡、文化之邦”的美誉。今年1月，抚州成功创建国家历史文化名城。请问这些年来，抚州在历史文化遗产保护、传承等方面做了哪些工作？在推动历史文化创新发展赋能经济社会发展方面又有哪些新思路、新方向？

谭赣明：抚州历史文化遗存众多, 有96个中国传统村落，数量位居全国第15位；有113个省级传统村落、20片省级历史文化街区，数量均列全省第1。同时，抚州还是全国10个传统村落集中连片保护利用示范市之一。近年来，抚州市以申报国家历史文化名城为契机，认真贯彻落实习近平总书记关于加强历史文化传承和保护的重要论述，不断推动文化遗产保护传承工作迈上新台阶。主要的工作具体可概括为“三专”。

一是依托专业力量。成立专职机构抚州市文物局，负责统筹协调历史文化保护工作，并组建了专家委员会，定期来抚进行指导。同时，建立专业化队伍，对民间手艺人开展针对性培训，全市已培育了500多名专业的修缮工匠。

Jiangnan Metropolis Daily reporter:At present, Fuzhou is making every effort to build a national regional new energy vehicle manufacturing center, a national regional intensive processing center for green and organic healthy foods, and a national innovation center for realizing the value of ecological products. What are the considerations for building the "three centers" and what is the current progress?

Xia Wenyong:After the arrival of the new Municipal Party Committee, we have a clearer understanding of Fuzhou’s situation through in-depth investigation and research. Fuzhou has profound cultural heritage, beautiful natural ecology, solid agricultural foundation and well-known basic education all over the country, but its disadvantages are also obvious, especially the infrastructure is in debt and the location conditions are relatively poor. It is the only city in the central city of the province that does not have high-speed rail, with large but weak agriculture and weak industrial base. Based on the reality of Fuzhou, we put forward the goal of "building a prosperous, harmonious and happy modern new Fuzhou in an all-round way", determined the main line of "fighting a storm and realizing five new leaps", adhered to the "two-wheel drive" of industry and agriculture, and vigorously implemented the strategy of strengthening the city by industry, establishing the city by agriculture and revitalizing the city by ecology.

We propose to build "three centers", which correspond to the implementation of three strategies: strengthening the city by industry, establishing the city by agriculture and revitalizing the city by ecology. This is based on the specific deployment made by industry to make up for shortcomings, agricultural strengths and weaknesses, and ecological advantages, and to accelerate the high-quality leap-forward development.

The first is to build a national regional new energy vehicle manufacturing center. Fuzhou’s automobile industry has a certain history. In the 1950s and 1960s, it produced Bamianshan Jeep, and in the 1970s and 1980s, it was Fuqi Automobile. Later, it cooperated with Jiangling and Mahayana Automobile, but all of them failed. However, there are many automobile parts enterprises. Last year, we successfully introduced the new energy automobile industrial park and automobile parts industrial park with an annual output of 200,000 vehicles and the new energy battery project with an annual output of 15GWH, and simultaneously built the new energy automobile industrial park, parts industrial park, new energy power battery industrial park and supporting facilities. At present, the daily output of complete vehicles can reach 600 units. It is estimated that the annual output value will reach more than 40 billion yuan after reaching the standard, which will solve more than 40,000 jobs and truly fulfill the "car dream" of Fuzhou people.

The second is to build a national regional intensive processing center for green, organic and healthy food. Fuzhou’s agriculture is big but not strong, and its weakness lies in the lack of deep processing. In view of this reality, we propose to develop agriculture with industrial thinking, carry out the leading project of "ten billion industries and one billion enterprises" in agriculture, promote the intensive processing of agricultural industry, build a national regional intensive processing center for green, organic and healthy foods, and accelerate the transformation from "agricultural product economy" to "agricultural commodity economy". At present, modern science and technology of village farmers, Rauske, Tengqu Group and other projects have been introduced to settle down, and the construction of Fuzhou Great Health Food Industrial Park is being accelerated in the East New District, and the brand of "Ganfu Agricultural Products" has been launched in an all-round way.

The third is to build a national innovation center for the value realization mechanism of ecological products. Fuzhou is one of the pilot cities for realizing the value of ecological products in two countries in China. Based on this advantage and brand, we propose to build an innovation center, so as to do a good job in managing mountains, managing water and showing the dew, and embark on a way that economic development and the improvement of ecological civilization complement each other. At present, the accounting and evaluation trading system of ecological products and the innovation and service system of green financial products have been basically established, and the green standard system is in the forefront of the province. The path of industrial utilization, market-oriented trading and value-based compensation transformation of ecological products has achieved initial results, and the GEP actuarial platform in the whole city will be put into trial operation soon. Before the end of the year, the "two mountains" transformation centers in counties (districts) will be completed and put into operation, and the construction of innovation center projects is progressing in an orderly manner.
