Today’s news is worthy of attention.
According to the news of Xinjiang Daily on March 26th, The Politburo Standing Committee (PSC) and Wang Yang, Chairman of the National Committee of CPPCC of the Communist Party of China recently conducted an investigation in Xinjiang, which lasted for 6 days. In this investigation, Shi Jun, vice minister of the United Front Work Department of the Central Committee, appeared as the director of the Office of the Central Xinjiang Work Coordination Group.
The political circle noticed that just last April, Wang Yang also went to Xinjiang for investigation, which lasted for five days.
Former Deputy Minister of Public Security
Shi Jun, male, Han nationality, born in January 1962, from Yancheng, Jiangsu Province, joined the Communist Party of China (CPC) in September 1980 and joined the work in October 1978, with a university degree and a master’s degree in engineering.
He is a cadre who grew up in the local area. In his early years, he was a worker and workshop dispatcher in China Welding Electrode Factory in Zigong, Sichuan Province. In March 1984, he served as the Minister of Youth Industry Department of Zigong Municipal Committee of Sichuan Province. After working in Tuankou for 11 years, in April 1995, Shi Jun served as the Deputy Secretary General of Zigong Municipal Government in Sichuan Province, and more than two years later, he served as the Deputy Mayor of Zigong City.
Since 2005, Shi Jun has been in charge of the local government, serving as the mayor of Guangyuan City for two years, and then as the secretary of Aba Prefecture Party Committee for five years (from May 2007 to May 2012).
During Shi Jun’s tenure as secretary of the Aba State Party Committee, the "5.12" Wenchuan earthquake occurred in Sichuan. After the earthquake, Shi Jun, then secretary of the Aba State Party Committee, led a team to Wenchuan County on foot to organize disaster relief and self-help.
In February 2012, Shi Jun was appointed director of the Sichuan Provincial Public Security Department, and three years later (April 2015), he was appointed member of the Standing Committee of the Sichuan Provincial Party Committee and secretary of the Political and Legal Committee.
During Shi Jun’s tenure as the director of the Sichuan Provincial Public Security Department, a major case occurred in the local area that aroused widespread concern in the whole country-"Liu Han and Liu Wei’s extraordinarily serious underworld crime". In February 2014, 36 people, including Liu Han and Liu Wei, were suspected of organizing, leading, participating in underworld organizations, intentionally killing, shielding and conniving at underworld organizations, and were prosecuted by Xianning City Procuratorate of Hubei Province.
In December 2016, Shi Jun went to Beijing as the new Deputy Secretary-General of the Central Political and Legal Committee. In May 2017, he served as the Deputy Minister of the Ministry of Public Security. In August 2018, he served as the Deputy Minister of the United Front Work Department of the Central Committee.
Low-key alternation
The new position of Shi Jun is also very important.
The Central Xinjiang Work Coordination Group is the central deliberation and coordination body on Xinjiang work, and the Central Xinjiang Office is the specific office.
According to southern window, the Central Xinjiang Work Coordination Group was established in 2000, with members from the National Development and Reform Commission, the Ministry of Finance, the Armed Police Force and the State Bureau of Religious Affairs.
According to the report of The Paper in 2014, since its establishment, The Politburo Standing Committee (PSC) has been the leader of the Central Xinjiang Work Coordination Group. Before the 18th National Congress, the leader was the secretary of the Central Political and Legal Committee who was also The Politburo Standing Committee (PSC). The Central Xinjiang Office was originally located in the Central Political and Legal Committee, and its director was also the director of the Central Political and Legal Committee Office.
New changes have taken place since the 18th National Congress. In May 2013, Yu Zhengsheng, then chairman of The Politburo Standing Committee (PSC) and Chinese People’s Political Consultative Conference, visited southern Xinjiang as the team leader for the first time. Also in 2013, Wang Zhengwei, then director of the State Ethnic Affairs Commission, appeared as the "Director of the Central Xinjiang Work Coordination Group Office".
Judging from the situation in recent years, the change of the director of the Central Xinjiang Office is very low-key.
In 2018, Shi Dagang, the former deputy director of the United Front Work Department, who was just elected as the vice chairman of the Ethnic Affairs Committee of the National People’s Congress, made a public appearance as the "director of the Central Xinjiang Office". Now, the director of the Central Xinjiang Office has been replaced by a Shi Jun.
Go to Xinjiang twice in one year.
One detail is that, according to Xinjiang Daily, The Politburo Standing Committee (PSC) and Wang Yang, Chairman of the National Committee of CPPCC of the Communist Party of China investigated Xinjiang for six days (20th to 25th).
The draft mentioned that he "went to Kashgar, Tumushuke, Yili, Urumqi and other places, went deep into grassroots and frontline research, and presided over several symposiums to listen to opinions and suggestions from relevant parties."
Wang Yang mentioned:
Realizing the general goal of Xinjiang’s work lies in rallying people’s hearts. It is necessary to improve measures to maintain stability, maintain a high-pressure situation against the "three forces" and create a good environment for economic and social development and the production and life of people of all ethnic groups.
We should correctly implement the party’s ethnic policy, resolutely oppose and crack down on ethnic separatist forces, at the same time guarantee that all ethnic groups enjoy the same rights and obligations according to law, pay attention to protecting the excellent traditional culture of ethnic minorities, and constantly consolidate and develop national unity.
We must adhere to the party’s basic principles of religious work, resolutely oppose and crack down on religious extreme ideas, and at the same time safeguard the normal religious needs of religious believers in accordance with the law and respect their customs.
We should correctly handle contradictions and problems of different natures and persist in handling contradictions among the people in the way of "unity-criticism-unity".
Just in April 2018, Wang Yang went to Xinjiang for five days (April 10-14). The news showed that "Wang Yang went to Hotan, Aksu, Urumqi and other places, went deep into grassroots and frontline research, and hosted a number of symposiums to listen to opinions and suggestions from relevant parties."
In that survey, Wang Yang mentioned that we should continue to explore and improve relevant policies, and study how to normalize the measures that have been proved to be effective in practice, so as to further consolidate the achievements.
It is necessary to clearly support correct thoughts and speeches, clearly refute erroneous ideas such as "double pan", stir up turbidity, strengthen the body and eliminate evil spirits, vigorously carry forward positive social energy, and firmly occupy ideological public opinion and cultural positions. It is necessary to resolutely fight the battle against poverty with the focus on the four prefectures in southern Xinjiang, effectively improve the living standards of the people of all ethnic groups, and eliminate the soil that breeds extremism.
Last year, Wang Yang was accompanied by Shi Dagang, then director of the Central Xinjiang Office.
In these two surveys, in addition to the director of the Xinjiang Office of the Central Committee, there are also the deputy director of the National Development and Reform Commission, the deputy minister of the Ministry of Finance and the director of the the State Council Poverty Alleviation Office.
