Renewable energy development achieved a good start this year.

At the press conference held by the National Energy Administration a few days ago, Wang Dapeng, deputy director of the New Energy and Renewable Energy Department of the National Energy Administration, introduced that since the beginning of this year, China has continuously promoted the construction of large-scale wind photovoltaic bases, major hydropower projects and pumped storage, and the development of renewable energy has achieved a good start. By the end of the first quarter, the installed capacity of renewable energy in China reached 1.258 billion kilowatts. At the same time, renewable energy power generation continues to grow. In the first quarter, the national renewable energy power generation reached 594.7 billion kWh, up 11.4% year-on-year, of which the wind power photovoltaic power generation reached 342.2 billion kWh, up 27.8% year-on-year.
From the category of installed power generation, in the first quarter, the national wind power grid-connected capacity increased by 10.4 million kilowatts, including 9.89 million kilowatts of onshore wind power and 510,000 kilowatts of offshore wind power. From the distribution of new installed capacity, the "Three North" area accounts for 67.7% of the newly installed capacity in China. By the end of the first quarter, the cumulative installed capacity of wind power in China reached 376 million kilowatts, up 11.8% year-on-year, including 345 million kilowatts of onshore wind power and 30.89 million kilowatts of offshore wind power. The average utilization rate of wind power in China was 96.8%, which was basically the same as the same period of last year. Wind power investment was about 24.9 billion yuan, up 15% year-on-year.
In terms of photovoltaic power generation, in the first quarter, 33.66 million kilowatts of photovoltaic power were newly connected to the grid nationwide, up 154.8% year-on-year, including 15.53 million kilowatts of centralized photovoltaic power generation and 18.13 million kilowatts of distributed photovoltaic power generation. By the end of the first quarter, the installed capacity of photovoltaic power generation in China reached 425 million kilowatts, including 249 million kilowatts of centralized photovoltaic and 176 million kilowatts of distributed photovoltaic. The utilization rate of photovoltaic power generation in China was 98%, up 0.7 percentage points year-on-year. Investment in solar power generation was 52.2 billion yuan, up 177.6% year-on-year.
Since the beginning of this year, China has continuously promoted the construction of large-scale wind power photovoltaic bases. Wang Dapeng introduced that up to now, the first batch of 97.05 million kilowatts base projects have been started in an all-round way, and the grid connection of the projects is being actively promoted, striving to be completed and put into operation before the end of this year. The second batch of base projects have started construction one after another, and the list of the third batch of base projects has been officially issued and implemented recently. Recently, the National Energy Administration, together with the Ministry of Natural Resources and National Forestry and Grassland Administration, jointly issued the Notice on Supporting the Development of Photovoltaic Power Generation Industry and Standardizing Land Management, which clarified the relevant policies and regulations on the use of forest grass for photovoltaic power generation. For large photovoltaic bases in desert, Gobi and desert areas, it was proposed that "under the premise of strict ecological protection, large photovoltaic bases should be encouraged to be built in desert, Gobi and desert areas", which provided a strong guarantee for the construction of large photovoltaic bases.
In order to better support the development of green energy, Wang Dapeng said that the National Energy Administration will actively promote the implementation of the "14th Five-Year Plan" for renewable energy development and strengthen policy supply according to the new development situation and new requirements. Adhere to both centralization and distribution, actively promote the construction of large-scale bases, and organize and carry out the "action of soaking up the light for thousands of households" and "action of controlling the wind in thousands of townships and villages". At the same time, actively adapt to the new requirements of "double control" of energy consumption to "double control" of total carbon emissions and intensity, improve the green power certificate system, expand the scope of green certificate issuance and trading, promote the full coverage of green certificate issuance, and promote the formation of a green and low-carbon production and lifestyle. In addition, it will promote the revision of the renewable energy law to provide a strong legal guarantee for the high-quality and rapid development of renewable energy.
