In order to implement the spirit of the Implementation Opinions of the General Office of the State Council on Supporting Export Products to Domestic Sales (Guo Ban Fa [2020] No.16), and according to the requirements of the Notice of the Party Group of the General Administration of Market Supervision on Printing and Distributing the Work Plan of Further Playing the Role of Market Supervision to Promote Epidemic Prevention and Control and Economic and Social Development (Guo Shi Jian Dang [2020] No.74), the compulsory product certification of export products to domestic sales (hereinafter referred to as CCC certification) will be further streamlined and optimized.
First, focus on streamlining optimization procedures
On the basis of ensuring the compliance and effectiveness of certification activities, CCC certification institutions should reasonably streamline and optimize CCC certification procedures for products exported to domestic market in combination with quality management and risk control capabilities, and shorten the processing time of certification certificates and reduce the number of certification certificates by opening up green channels, accepting and acknowledging existing conformity assessment results, and expanding online services.
Especially in view of the international multilateral and bilateral mutual recognition system of conformity assessment that China has joined and can recognize the relevant testing, inspection and certification results, CCC certification institutions should recognize or accept the relevant testing, inspection and certification results of enterprises and products exported to China, avoid repeated evaluation as much as possible and reduce the certification cost.
Second, actively strengthen technical services
CCC certification institutions should focus on strengthening their sense of responsibility, improving service quality, providing policy and technical training on the basis of full communication with export-to-domestic enterprises, formulating reasonable streamlining and optimization plans, arranging specialized personnel to follow the certification process, comprehensively providing certification services and technical support, and reasonably reducing CCC certification fees for export-to-domestic products.
Three, timely summary of notification information
The designated CCC certification institution shall submit to our Committee the work of streamlining and optimizing CCC certification procedures for products exported to domestic market before September 15th and December 15th, respectively (including but not limited to: strengthening services, optimizing processes, streamlining certificates, reducing and exempting fees and typical cases, etc.).
