Shanghai Deepening the Reform of Toll Road System and Cancelling the Provincial Toll Station of Expressway

  In order to thoroughly implement the decision-making arrangements of the CPC Central Committee and the State Council, deepen the reform of the toll road system, accelerate the cancellation of toll stations at provincial boundaries of expressways, realize fast toll collection without stopping, continuously improve the efficiency of expressway traffic, reduce logistics costs, and facilitate people’s travel, this plan is formulated according to the Notice of the General Office of the State Council on Printing and Distributing the Implementation Plan for Deepening the Reform of Toll Road System to Cancel Toll Stations at Provincial Boundaries of Expressway (Guo Ban Fa [2019] No.23) and in combination with the actual situation of this Municipality.

  I. General requirements

  (1) Work objectives

  The whole network forms a unified charging policy, operation rules, technical scheme and service system, and establishes an operation management mechanism that conforms to the operation of one network in China. By the end of 2019, the provincial toll stations will be basically cancelled to realize fast charging without stopping.

  (2) Technical route

  The overall technical scheme for canceling provincial toll stations formulated by the Ministry of Transport is clear, and the technical path is mainly based on the electronic toll collection system (ETC) technology with independent intellectual property rights in China, supplemented by the license plate video recognition technology. Its main contents are:

  1. Cancel the provincial toll stations of expressways, and set up a segmented toll deduction system (hereinafter referred to as "ETC portal") between toll stations and toll stations and between toll stations and interchanges to realize segmented charging, and keep the entrance/exit toll stations in the near future.

  2. The ETC vehicles shall be charged in sections, and the manual semi-automatic toll collection system (MTC) vehicles shall be charged in sections by means of "access media at the entrance+video recognition of license plate", and the export toll station shall be charged uniformly.

  3. Freight cars are charged by weight instead of by vehicle type (axle type). ETC on-board devices (OBU) are installed and overload control is implemented at the entrance.

  4. Establish a joint inspection system, mainly using license plate video recognition technology for auxiliary inspection.

  5.ETC issuance gradually transits from stored value card to charge card, and dual-chip OBU application to single-chip OBU application.

  (3) Time schedule

  From June to October, the preparation of engineering construction and operation services was carried out. At the end of October, the construction tasks at the provincial and provincial levels were basically completed; From November to December, carry out the joint debugging test and trial operation of the Ministry and the province; At the end of December, the provincial toll station of expressway was officially cancelled to realize grid-connected operation.

  Second, the task

  (A) to speed up the construction and improvement of highway toll system.

  1. According to the overall technical scheme, project implementation scheme, operation and service rules, and network security protection system issued by the Ministry of Transport, we will promote the upgrading of operation and management systems, including municipal toll settlement center system, road toll sub-center system, toll station system, toll lane system, new ETC portal system, and improve G60 Fengjing interchange toll facilities, communication transmission and network information security system. (Led by the Municipal Communications Commission, each expressway project company is responsible, and the Municipal Finance Bureau and the Municipal Public Security Bureau (Traffic Police Corps) cooperate, which will be completed before the end of October 2019)

  2. Complete the joint debugging and test of the system, basically meet the conditions for system switching, realize the switch between the old and new systems in a timely manner, and basically cancel the provincial toll station of the expressway. (Responsible by the Municipal Transportation Commission, with the cooperation of expressway project companies, to be completed before the end of December 2019)

  3. Strengthen on-site construction organization management, and the construction unit and the construction unit will optimize and improve the construction organization design to ensure construction safety and minimize the impact on traffic. (The Municipal Traffic Commission and the Municipal Public Security Bureau (Traffic Police Corps) take the lead, and each expressway project company is responsible)

  (2) Accelerate the popularization and application of the electronic toll collection system.

  According to the implementation plan issued by the National Development and Reform Commission, the Ministry of Transport and other ministries and commissions to accelerate the application service of expressway electronic toll collection, accelerate the installation of OBU for existing vehicles free of charge, and achieve the goal of over 80% ETC installation rate for registered vehicles and over 90% ETC utilization rate for expressway entrance vehicles by the end of 2019.

  1. Focus on deepening cooperation with existing cooperative banks. Accelerate cooperation with mainstream third-party payment platforms such as Alipay, WeChat and China UnionPay, and strive to form a market-oriented cooperation mechanism with cost sharing and user sharing. (Led by the Municipal Communications Commission, under the responsibility of Jiushi Group (Municipal Communications Card Company), with the cooperation of Shanghai Headquarters of the People’s Bank of China and Shanghai Banking Insurance Regulatory Bureau, completed before the end of June 2019)

  2. Form a new service system with online service channels as the leading factor and offline service channels as the supplement, and establish an Internet distribution system and a digital customer service system. (Responsible by Jiushi Group (Municipal Transportation Card Company), completed before the end of July 2019)

  3. Open the network of community affairs acceptance center, and do a good job in the publicity and acceptance of ETC issuance. (Led by the Civil Affairs Bureau and under the responsibility of Jiushi Group (Municipal Transportation Card Company), to be completed before the end of July 2019)

  4. Accelerate the organization of official vehicles, state-owned enterprise vehicles and special vehicles to take the lead in completing ETC installation, and organize operating enterprises to complete OBU installation of operating vehicles. The ETC issuer can send someone to organize the installation by appointment. (Municipal Airport Authority, Municipal State-owned Assets Supervision and Administration Commission and Municipal Transportation Commission take the lead, and Jiushi Group (Municipal Transportation Card Company) is responsible)

  5. Realize the sharing of motor vehicle registration information and ETC distribution system information, and facilitate the installation of OBU for vehicles. (Led by the Municipal Public Security Bureau (Traffic Police Corps) and under the responsibility of Jiushi Group (Municipal Traffic Card Company), completed before the end of June 2019)

  6. Relying on commercial bank outlets, automobile main engine plants, 4S shops, expressway service areas, entrance and exit plazas of toll stations and other places where vehicles are concentrated, ETC acceptance and installation service outlets will be increased, which is convenient and convenient to apply for installation for free. (Led by the Municipal Communications Commission, Shanghai Headquarters of the People’s Bank of China and Shanghai Banking Insurance Regulatory Bureau, and responsible by Jiushi Group (Municipal Communications Card Company))

  7. Expand service functions and encourage the application of ETC in car-related places such as airports, railway stations, passenger stations and port parking lots. (Led by the Municipal Transportation Commission and responsible by Jiushi Group (Municipal Transportation Card Company))

  8. Implement that OBU is added to the optional configuration before the whole vehicle of Shanghai automobile manufacturing enterprises such as SAIC Motor Group leaves the factory, and non-Shanghai-made vehicles are pre-installed in the sales process. (Led by the Municipal Economic Information Commission and the Municipal Commission of Commerce, and in charge of Jiushi Group (Municipal Transportation Card Company), completed before the end of June 2019)

  9. Properly handle the service of transferring stored-value card users to charge cards. (Responsible by Jiushi Group (Municipal Transportation Card Company))

  (3) Simultaneous completion of import overload control.

  Reasonably plan the off-site law enforcement distribution scheme for over-limit vehicles on highways in this city, and set up off-site law enforcement equipment at the entrances of all toll stations in this city to realize the overload control at the entrance; Upload the collected overrun detection data to the overload control law enforcement system in this city, and realize the data sharing between the overrun law enforcement system and the toll collection system. At the same time, according to the requirements of the Ministry of Transport, the over-limit detection data will be shared with neighboring provinces and cities to provide data support for export investigation. (The Municipal Communications Commission is responsible for the coordination of the Municipal Finance Bureau and the Municipal Public Security Bureau (Traffic Police Corps))

  (4) Accelerate the revision and improvement of laws and regulations and policies.

  According to the relevant provisions of the revised highway law, toll road management regulations and other relevant laws and regulations, in accordance with legal procedures, we will sort out and revise the laws and regulations of this Municipality’s expressways, and further adjust the toll policy and improve the toll preferential measures on the basis of the unified revision and improvement of toll reduction policies such as free passage of minibuses and "green passage" for the transportation of fresh agricultural products on major holidays by the Ministry of Transport, the National Development and Reform Commission and the Ministry of Finance.

  1 in accordance with legal procedures to organize the revision and improvement of the city’s highway management regulations, highway management measures and other regulations and normative documents.   2. According to the standard of "Classification of Toll Vehicles on Toll Roads" revised by the Ministry of Transport, adjust the classification method of truck models, carry out the rate calculation of new models, and at the same time, optimize and improve the toll calculation method in combination with the new charging mode after canceling the provincial toll station. (Responsible by the Municipal Transportation Commission, coordinated by the Municipal Development and Reform Commission (Municipal Price Bureau) and the Municipal Finance Bureau)

  3. Implement the unified national toll preferential policies of the Ministry of Transport on ETC, and implement the original ETC preferential subsidy funds before the end of 2019. (Responsible for the Municipal Communications Commission, the Municipal Development and Reform Commission and the Municipal Finance Bureau)

  4. Study the feasibility and realization path of various existing toll preferential policies. (Responsible by the Municipal Transportation Commission, coordinated by the Municipal Development and Reform Commission and the Municipal Finance Bureau)

  5. Check the mileage of the road section. According to the setting scheme of ETC portal frames, the precise distance between ETC portal frames is rechecked, which lays a good foundation for improving the charging method. (Responsible by the Municipal Communications Commission)

  6. Gradually promote the differential toll collection of expressways, guide the scientific diversion of vehicles in congested sections and time periods, and further improve the traffic efficiency of expressways. (Responsible by the Municipal Transportation Commission, coordinated by the Municipal Development and Reform Commission and the Municipal Finance Bureau)

  7. Cooperate with the Ministry of Transport and the National Development and Reform Commission to improve the highway credit system, and implement joint punishment for acts of dishonesty such as evading vehicle tolls. (Responsible for the Municipal Communications Commission, the Municipal Development and Reform Commission and the Municipal Public Security Bureau)

  (E) Promote the stock of government toll roads in bond swap.

  Allow local government bonds to replace the existing debts of government toll roads that meet the policy requirements by the end of 2014, optimize the debt structure, reduce the debt interest burden, prevent and resolve debt risks, and create favorable conditions for canceling provincial toll stations on expressways.   Third, safeguard measures

  (A) to strengthen organizational leadership

  1. Set up a special work promotion leading group with the deputy mayor in charge as the team leader, the deputy secretary-general in charge of the municipal government and the main leaders of the Municipal Transportation Commission as the deputy team leader, and the participation of the Municipal Transportation Commission, the Municipal Development and Reform Commission, the Municipal Public Security Bureau, the Municipal Finance Bureau, the Municipal Civil Affairs Bureau, the Municipal Economic Information Commission, the Municipal Judicial Bureau, the Municipal Human Resources and Social Security Bureau, the Municipal Housing and Urban-Rural Construction Management Committee, the Municipal State-owned Assets Supervision and Administration Commission, the Municipal Commerce Commission, the Shanghai Headquarters of the People’s Bank of China, the Shanghai Banking Insurance The office of the leading group is located in the Municipal Transportation Commission. Set up a municipal headquarters with the deputy secretary-general in charge of the municipal government as the commander and the main leaders of the Municipal Communications Commission as the executive deputy commander to coordinate and promote all work. On this basis, optimize and improve the work guarantee mechanism of the special working group of the Municipal Transportation Commission. The leading group and the headquarters are not regarded as the deliberation and coordination institutions of the municipal government, and will be automatically revoked after the work is completed.

  2. According to the requirements of Document No.23 [2019] issued by the State Council, the projects involving the cancellation of the construction of ETC portal frame and driveway system, the renovation of toll station civil equipment and the upgrading of system software, the demolition of provincial toll station, the improvement of G60 Fengjing interchange toll collection facilities and the off-site law enforcement project of expressway entrance overload control will be implemented as emergency projects, and the construction procedures will be simplified and the project will be accelerated in accordance with the Administrative Measures for the Construction of Emergency Rescue and Relief Projects in Shanghai. (The Municipal Communications Commission is responsible for coordinating with the Municipal Housing and Urban-Rural Construction Management Committee, the Municipal Development and Reform Commission, the Municipal Finance Bureau, the Municipal Emergency Bureau and the Municipal Audit Bureau)

  (2) Refine the work plan

  Adhere to the people-centered, more from the user’s point of view, in-depth investigation and study, find out the basic situation, improve policies and measures. In accordance with the overall technical scheme, project implementation scheme and relevant technical standards and requirements issued by the Ministry of Transport, we will carry out engineering quantity planning, study and refine the project construction scheme of this Municipality, clarify the timetable and road map, compact the responsibilities at different levels, and actively and steadily promote all work. (Responsible by the Municipal Communications Commission)

  (3) Strengthen financial support

  1. Cancel the reconstruction projects such as the construction of ETC portal frame and driveway system, the reconstruction of toll station civil equipment and the upgrade of system software, the demolition of provincial toll station, and the improvement of G60 Fengjing interchange toll facilities, which are implemented by the project companies of each road section. The reconstruction project funds shall be borne by each project company according to the engineering quantity of the road section, and the related funds of the government owing on the loan expressway shall be arranged through the departmental budget adjustment. Off-site law enforcement projects of expressway entrance overload control shall be the responsibility of the Municipal Transportation Commission, and the funds shall be adjusted through the departmental budget. The funds such as the upgrade of ETC distribution system and the free purchase of OBU equipment shall be borne by Jiushi Group (City Traffic Card Company). The relevant funds for the diversion and resettlement of toll collectors shall be borne by the road project company and the toll operation company. (Led by the Municipal Transportation Commission, responsible by the Municipal Finance Bureau, various expressway project companies, Jiushi Group (the Municipal Transportation Card Company) and Tunnel Co., Ltd.)

  2. Cancel the funds for renovation projects involved in provincial toll stations, upgrade of ETC distribution system and free purchase of OBU equipment, as well as the funds for the diversion and resettlement of toll collectors. If the municipal state-owned enterprises are involved, the Municipal State-owned Assets Supervision and Administration Commission will study supporting policies, including policies such as "deemed as profits and separate items", and give support and identification. (The Municipal State-owned Assets Supervision and Administration Commission is responsible, with the cooperation of the Municipal Transportation Commission, the expressway project companies, Jiushi Group (the Municipal Transportation Card Company) and Tunnel Co., Ltd.)

  3. According to Document No.23 [2019] issued by the State Council, actively strive for subsidies from the central government to this city, and the municipal financial resources will support it accordingly. (The Municipal Finance Bureau, the Municipal Development and Reform Commission and the Municipal Transportation Commission are responsible)

  (D) Strengthen safety management

  1. Strengthen the construction management during the construction and transformation of related facilities and systems, strengthen the later operation management, and strengthen the system and network security. (Led by the Municipal Communications Commission, each expressway project company is responsible)

  2. Combined with the actual situation of this city, reasonably determine the demolition plan of the provincial toll station of the expressway, ensure the smooth flow of the main line highway, and comprehensively utilize the facilities outside the main line, and coordinate emergency, maintenance, service, supervision and inspection and public security investigation and control. (The Municipal Communications Commission and the Municipal Public Security Bureau take the lead, and each expressway project company is responsible)

  (five) the proper placement of toll collectors.

  Combined with the actual situation of this city, in accordance with laws, regulations and policies, the work plan for the resettlement of toll collectors is formulated, and the toll collectors are resettled through multiple channels, and the labor relations of employees are properly handled according to law to protect the legitimate rights and interests of toll collectors.   (6) Strengthen publicity and guidance.

  Strengthen the publicity and interpretation of policies related to canceling provincial toll stations on expressways and realizing fast toll collection without stopping, correctly guide social expectations, respond to public concerns in a timely manner, and create a good public opinion atmosphere. Timely and properly handle emergencies to ensure social stability. (Responsible for the Municipal Communications Commission and the Municipal Government Information Office)
