In the past ten years, Fuzhou’s industry has achieved "three breakthroughs", namely, a breakthrough of zero for 10 billion enterprises (Jinpin Copper Branch), a breakthrough of 1,000 industrial enterprises (1,080) and a breakthrough of 200 billion yuan in total industrial output value (with a total output value of 219.393 billion yuan). Two dominant industries, namely, new energy vehicles and spare parts and deep processing of nonferrous metals, and deep processing of modern information, new energy and new materials, biomedicine and green agricultural and forestry products, have been initially built. In particular, a number of leading industrialization projects have been successfully introduced, such as new energy vehicles, Foday batteries, China Resources Boya Bio-intelligent Factory, and village farmers’ modern technology. The construction of the "chain group matching" industrial chain supply chain system has achieved initial results, and industrial agglomeration has begun to take shape, becoming a powerful engine leading the rise of Fuzhou industry.
-In the past ten years, we have focused on reform and empowerment, innovation and change, and achieved a new leap in development momentum and vitality. We will further promote the "streamline administration, delegate power, strengthen regulation and improve services" reform, pay close attention to the "No.1 Reform Project" to optimize and upgrade the business environment, and make every effort to create a "four-hearted" business environment with peace of mind, peace of mind, comfort and dedication. At present, the proportion of "running at most once" is 97.35%, and the compression rate of working hours is 73.95%. 173 items are proved to be informed and promised, and 207 items provide delayed services. The electronic integrated management reform of non-tax revenue collection was praised by the General Office of the State Council, and Fuzhou government cloud platform was awarded the "Top Ten government cloud in China", which sang the brand of "considerate government service". The open platform has been continuously improved, Fuzhou Customs has been put into operation, and it has been included in the "Three Tong" pilot city of China-Europe train in the province, and the special railway line of Haixi Comprehensive Logistics Park has been opened for operation. There are 23 national and 176 provincial-level scientific and technological innovation platform carriers in the city, and the catalogue of talent classification and recognition and 15 talent policy treatment packages have been launched, and it has been approved to build a pilot city with strong national intellectual property rights. Fuzhou is increasingly becoming a hot spot for all kinds of talents to innovate, create and start businesses.
-In the past ten years, we have focused on trying first, turning green into gold, and breaking new paths in ecological value transformation. In 2021, Fuzhou ranked first in the province in the high-quality development assessment of "Beautiful China Jiangxi Model" and was approved as the only comprehensive pilot city for national forestry reform and development in the province; The excellent rate of surface water quality in the national examination section and provincial monitoring section of the city is 100%, and the proportion of days with excellent air quality in cities at or above the county level is 99.6%. The forest coverage rate reached 67.2%, an increase of 2.66 percentage points over 2012. Solidly promote the pilot of the national ecological product value realization mechanism, and four innovative measures are included in the "National Ecological Civilization Experimental Zone Reform Measures and Experience Promotion List". In 2021, the balance of ecological products loans in the city reached 37.458 billion yuan, and the blue sky, green water and green hills on both sides of Fuhe River are releasing great economic value. Continue to promote the improvement of urban functions and quality, and successfully create a national garden city, a national forest city, a national health city, a national historical and cultural city and a provincial civilized city. The pattern of urban and rural development has been continuously optimized. Dongxiang has been removed from the county, and the new district in the east has been established. Wenchangli historical and cultural block has become a new business card of Fuzhou. In 2021, the urbanization rate of the whole city reached 57.96%, an increase of 16.91 percentage points over 2012. New breakthroughs have been made in major infrastructure construction. The Xiangpu Railway and the Shanghai-Kunming High-speed Railway (Hangchang Section) have been completed and opened to traffic, and the expressways of Fuji, Fujin, Changning, Ziguang and Chuanguang have been completed and opened to traffic one after another, realizing the county-county expressway. Adhere to the people as the center, and increase financial resources to the people’s livelihood. In 2021, the expenditure on people’s livelihood reached 39.41 billion yuan, 2.7 times that of 2011. The battle against poverty was completely won, rural revitalization was fully launched, and the construction of "Five Beauty" villages was solidly promoted. The brand of the hometown of education was further polished, and 3,514 weak schools and school building maintenance projects were transformed. Medical and health resources are constantly abundant, and the number of medical and health institutions has increased from 2,281 to 2,678. The integration of cultural tourism and innovative development, Linchuan culture, represented by Wang Anshi and Tang Xianzu, has been passed down and carried forward, with 1 5A scenic spot and 27 4A scenic spots added in the city. The construction of safe Fuzhou and rule of law Fuzhou continued to deepen, and the special struggle to eliminate evils achieved fruitful results. Can you tell us about the gratifying changes in Fuzhou’s industrial transformation, upgrading and development? What are your plans for the next step?
Xia Wenyong:Fuzhou is a big agricultural city with a relatively weak industrial base, and industrial enterprises are small, scattered and weak. "Small" shows that there are no big enterprises and no leading enterprises. Only last year did a company engaged in copper processing earn 10 billion yuan. "Scattering" shows that the industry is not focused and has no influence and brand power. "Weakness" shows that the products produced by enterprises have low added value and weak market competitiveness, and most of the products produced by enterprises are at the middle and low end of the industrial value chain. To this end, in accordance with the strategic deployment of the provincial party Committee and the provincial government to strengthen the industry, we propose to storm the industry and promote the high-quality development of industrial enterprises in Fuzhou. After a year of hard work, the following changes have taken place in the high-quality development of industrial transformation and upgrading in Fuzhou:
First, on the whole, the growth rate of industrial added value has been from the bottom of the province for a long time, and by the end of August this year, the growth rate of industrial added value has reached 7.9%, ranking fifth in the province and entering the upper-middle ranks.
Second, the industry is more focused, and the "2+4" industrial structure layout is put forward ("two dominant industries": new energy vehicles and parts, and deep processing of non-ferrous metals; "Four emerging industries": modern information, new energy and new materials, biomedicine and deep processing of green agricultural and forestry products), which account for more than 85% of the total industrial economy.
Third, newly introduced and put into production enterprises have provided strong support for the development of industrial economy. For example, new energy vehicles and new material industrial enterprises have contributed 50% to the growth rate of industrial added value, and their products have strong market brand influence and good benefits.
The next step is to anchor the goal of a strong industrial city, forge ahead, recruit big and attract strong, boldly innovate and be determined to reform. First, make good use of the country’s policies for steady growth, vigorously promote the "10% work method" for existing enterprises to improve quality and efficiency, help enterprises to innovate in technological transformation, release endogenous kinetic energy, and achieve high-quality development of transformation and upgrading. The second is to recruit large enterprises to strengthen the chain, constantly improve the upstream and downstream industrial chain support, reduce the operating costs of enterprises, form industrial agglomeration and enhance the competitiveness of enterprises. Third, we are determined to reform and vigorously promote the "No.1 Reform Project" of the business environment. Governments at all levels in the city create a fair and just environment ruled by law, provide "shop assistants" and "nanny-style" services, make the market allocate resources more efficiently, and make enterprises feel at ease, at ease and comfortable, so as to develop wholeheartedly and achieve a win-win situation among enterprises, employees and the government.

一是“治山理水”文章。坚定打好污染防治攻坚战，全市生态环境质量稳居全省第一方阵。锚定“天更蓝”，统筹抓好工业废气治理、建筑扬尘污染治理、农作物秸秆禁烧、烟花爆竹禁放等工作，2021年全市空气质量创下有监测记录以来的最好水平。锚定“山更绿”，在全省率先实施全市域封山育林，森林覆盖率提高到67.2%，先后获批国家园林城市、国家森林城市、全国林业改革发展综合试点市。锚定“水更清”，扎实开展抚河流域(抚州段)水环境综合治理与可持续发展国家试点，强力推动水库退出承包养殖,地表水水质保持总体优良，国考、省考断面水质优良率达到100%。

Actively explore multiple paths to realize the value of ecological products, and four reform measures, such as the mortgage mechanism of ancient villages and the "carbon inclusive" system, have been promoted throughout the country. Focusing on the "quantifiable" of green water and green mountains, we will innovatively build a city-wide GEP actuarial platform, formulate measures for the management of regional ecological assets transactions, and promote the transformation of ecological resources into ecological assets. Gao Shiwen:Since the 18th National Congress of the Communist Party of China, Fuzhou has persisted in making people live a happy and beautiful life as its goal, deeply practiced the people-centered development thought, made great efforts to do a good job in people’s livelihood, won the battle against poverty with high quality as scheduled, and built a well-off society in an all-round way with the whole province. New breakthroughs are mainly achieved in three aspects.
The first is to achieve new breakthroughs in grasping poverty alleviation and helping the poor. In the past ten years, the city has insisted on tackling poverty as the top priority and the first livelihood project, and made every effort to go to war. It has sent 1810 "Lianxin" teams to the villages to help the poor, innovated and implemented the early warning and monitoring mechanism of poverty alleviation quality, and explored the implementation of "accurate poverty prevention insurance", the project of health care and poverty alleviation in thousands of villages with wisdom, and the new model of home care and centralized care to help the poor, so as to achieve high-quality hat removal in two poverty-stricken counties and all 223 poverty-stricken villages. A total of 403,400 people have been newly employed in cities and towns, and 616,700 people have been transferred to rural labor. The employment placement rate of zero-employment families has reached 100%. Establish a public employment service system at the city, county and township levels, providing more than 100,000 jobs every year. The third is to achieve new breakthroughs in ensuring basic and excellent services. In the past ten years, our city has insisted on doing our best and doing our best to do about 50 practical things about people’s livelihood well every year. In-depth implementation of the national insurance plan, the participation rate of old-age insurance, industrial injury insurance, unemployment insurance and serious illness insurance has increased year by year. 香港文汇报记者：抚州历史源远流长、文化底蕴深厚、古迹遗存众多、传统聚落完整，素有“才子之乡、文化之邦”的美誉。今年1月，抚州成功创建国家历史文化名城。请问这些年来，抚州在历史文化遗产保护、传承等方面做了哪些工作？在推动历史文化创新发展赋能经济社会发展方面又有哪些新思路、新方向？

谭赣明：抚州历史文化遗存众多, 有96个中国传统村落，数量位居全国第15位；有113个省级传统村落、20片省级历史文化街区，数量均列全省第1。同时，抚州还是全国10个传统村落集中连片保护利用示范市之一。近年来，抚州市以申报国家历史文化名城为契机，认真贯彻落实习近平总书记关于加强历史文化传承和保护的重要论述，不断推动文化遗产保护传承工作迈上新台阶。主要的工作具体可概括为“三专”。
一是依托专业力量。成立专职机构抚州市文物局，负责统筹协调历史文化保护工作，并组建了专家委员会，定期来抚进行指导。同时，建立专业化队伍，对民间手艺人开展针对性培训，全市已培育了500多名专业的修缮工匠。

In the next step, Fuzhou will focus on "three articles" and continue to tell the story of Fuzhou, the inheritance and innovation of Chinese excellent traditional culture. The first is to integrate into the article. Adhere to creative transformation and innovative development, integrate the protection and inheritance work into economic and social development, ecological civilization construction and urban construction management, and constantly meet the people’s growing needs for a better life. The second is to do a good job in activating articles. Deeply explore the tourism consumption potential of historical and cultural heritage and resources, cultivate new formats and consumption patterns of cultural tourism integration, and make cultural resources "live". The third is to do a good job in operational articles. Introduce social capital into historical and cultural blocks and traditional villages, and explore the sustainable development path of urban renewal with "government guidance, market operation and public participation".

Jiangnan Metropolis Daily reporter:At present, Fuzhou is making every effort to build a national regional new energy vehicle manufacturing center, a national regional intensive processing center for green and organic healthy foods, and a national innovation center for realizing the value of ecological products. What are the considerations for building the "three centers" and what is the current progress?
Xia Wenyong:After the arrival of the new Municipal Party Committee, we have a clearer understanding of Fuzhou’s situation through in-depth investigation and research. Fuzhou has profound cultural heritage, beautiful natural ecology, solid agricultural foundation and well-known basic education all over the country, but its disadvantages are also obvious, especially the infrastructure is in debt and the location conditions are relatively poor. It is the only city in the central city of the province that does not have high-speed rail, with large but weak agriculture and weak industrial base. Based on the reality of Fuzhou, we put forward the goal of "building a prosperous, harmonious and happy modern new Fuzhou in an all-round way", determined the main line of "fighting a storm and realizing five new leaps", adhered to the "two-wheel drive" of industry and agriculture, and vigorously implemented the strategy of strengthening the city by industry, establishing the city by agriculture and revitalizing the city by ecology.
We propose to build "three centers", which correspond to the implementation of three strategies: strengthening the city by industry, establishing the city by agriculture and revitalizing the city by ecology. This is based on the specific deployment made by industry to make up for shortcomings, agricultural strengths and weaknesses, and ecological advantages, and to accelerate the high-quality leap-forward development.
The first is to build a national regional new energy vehicle manufacturing center. Fuzhou’s automobile industry has a certain history. In the 1950s and 1960s, it produced Bamianshan Jeep, and in the 1970s and 1980s, it was Fuqi Automobile. Later, it cooperated with Jiangling and Mahayana Automobile, but all of them failed. However, there are many automobile parts enterprises. Last year, we successfully introduced the new energy automobile industrial park and automobile parts industrial park with an annual output of 200,000 vehicles and the new energy battery project with an annual output of 15GWH, and simultaneously built the new energy automobile industrial park, parts industrial park, new energy power battery industrial park and supporting facilities. At present, the daily output of complete vehicles can reach 600 units. It is estimated that the annual output value will reach more than 40 billion yuan after reaching the standard, which will solve more than 40,000 jobs and truly fulfill the "car dream" of Fuzhou people.
The second is to build a national regional intensive processing center for green, organic and healthy food. Fuzhou’s agriculture is big but not strong, and its weakness lies in the lack of deep processing. In view of this reality, we propose to develop agriculture with industrial thinking, carry out the leading project of "ten billion industries and one billion enterprises" in agriculture, promote the intensive processing of agricultural industry, build a national regional intensive processing center for green, organic and healthy foods, and accelerate the transformation from "agricultural product economy" to "agricultural commodity economy". At present, modern science and technology of village farmers, Rauske, Tengqu Group and other projects have been introduced to settle down, and the construction of Fuzhou Great Health Food Industrial Park is being accelerated in the East New District, and the brand of "Ganfu Agricultural Products" has been launched in an all-round way.
The third is to build a national innovation center for the value realization mechanism of ecological products. Fuzhou is one of the pilot cities for realizing the value of ecological products in two countries in China. Based on this advantage and brand, we propose to build an innovation center, so as to do a good job in managing mountains, managing water and showing the dew, and embark on a way that economic development and the improvement of ecological civilization complement each other. At present, the accounting and evaluation trading system of ecological products and the innovation and service system of green financial products have been basically established, and the green standard system is in the forefront of the province. The path of industrial utilization, market-oriented trading and value-based compensation transformation of ecological products has achieved initial results, and the GEP actuarial platform in the whole city will be put into trial operation soon. Before the end of the year, the "two mountains" transformation centers in counties (districts) will be completed and put into operation, and the construction of innovation center projects is progressing in an orderly manner.
