　　The problem of farmers in agriculture and rural areas is a fundamental issue related to the national economy and people’s livelihood. General Secretary of the Supreme Leader initiated a series of vivid practices while working in Fujian, achieved a series of fruitful results, and formed a rich working concept of "agriculture, countryside and farmers". The 19th National Congress of the Communist Party of China made major arrangements for the implementation of the rural revitalization strategy, and the Central Economic Work Conference and the Central Rural Work Conference defined a series of major initiatives and key tasks. Guided by the Supreme Leader’s Socialism with Chinese characteristics Thought in the new era, we should thoroughly study and implement the new ideas, new ideas and new strategies of the Supreme Leader’s General Secretary on the work concerning agriculture, rural areas and farmers, vigorously develop modern agriculture with characteristics according to the requirements of high-quality development, and start a new journey of rural revitalization in the new era.

We keep in mind the entrustment of the Supreme Leader General Secretary and focus on four aspects: First, grasp the scale of advantageous industries. The seven dominant industries of tea, aquatic products, flower seedlings, forests and bamboos, fruits, livestock and poultry, and vegetables carefully cultivated by the Supreme Leader General Secretary in that year, and the total output value of the five major industries of aquatic products, forests and bamboos, fruits, livestock and poultry, and vegetables has exceeded 100 billion yuan. We will give full play to the advantages of Fujian’s natural resources, highlight its characteristics, adhere to the principle of promoting agriculture by quality and green, further adjust the variety structure, optimize the industrial layout, cultivate leading enterprises, create a number of modern agricultural industrial parks, accelerate the transformation of agriculture from production-oriented to quality-oriented and accelerate the construction of modern agricultural industrial systems, production systems and management systems. Strive to achieve a total output value of seven dominant agricultural industries exceeding 1.5 trillion yuan by 2020. The second is to grasp the construction of brand agriculture. Organize and implement seed industry innovation projects, actively promote agricultural standardized production, upgrade and develop more than 4,000 "three products and one standard" agricultural products, and expand the influence of national famous brands such as Anxi Tieguanyin, Wuyi Rock Tea, Gutian Edible Fungi, Pinghe Honey Pomelo, Fujian Passion Fruit and Jianning Lotus Seed. By 2020, more than 150 regional public and famous agricultural products will be cultivated, and the brand of "Fresh Fujian Green Agriculture" will be launched. The third is to grasp the agricultural cooperation between Fujian and Taiwan. High-level construction of six national farmers’ pioneer parks in Taiwan Province,Give discount loans to Taiwan-funded enterprises in the park, set up special funds to attract young people from Taiwan Province to work and start businesses in the park, and support students from agriculture-related universities in Taiwan Province to practice in the park. Strengthen the popularization and application of new agricultural technologies, new varieties, new machines and management methods in Taiwan Province, and promote the double improvement of the quality and efficiency of characteristic agriculture. The fourth is to grasp the quality and safety of agricultural products. Over the years, we have concretely implemented the eight systems of controlling "table pollution", building "food safety project" and food safety initiated by the Supreme Leader General Secretary when he worked in Fujian, and the overall qualified rate of agricultural products in the province has remained above 98%, ranking among the top in the country. We will fully implement the "four strictest" requirements, adhere to both "production" and "management", adhere to strict supervision from the field to the dining table, and trace the whole process, and implement food safety supervision to one enterprise, one industry, one product and one order to ensure the "safety on the tip of the tongue" of the people.

　　Help small farmers

　　Fujian has eight mountains, one water and one field, with a per capita arable land of 0.55 mu, many of which are "hat fields", and the production of small farmers will exist for a long time. We focus on the integration of small farmers into the development of modern agriculture, emphasizing "two hands": one hand to effectively promote and the other to effectively serve. Effective driving is to guide small farmers from decentralized production to organized large-scale production through "one village, one product" and "one county, one industry" to promote farmers’ income. Gutian county regards the whole county as a "big factory" for the production of edible fungi, and organizes the production and management of small farmers with an industrialized model. The total output value of edible fungi has exceeded 10 billion yuan, and about two-thirds of the cash income of small farmers comes from the edible fungi industry. In the next step, we will vigorously implement the cultivation project of new agricultural business entities, improve the policy support system, develop diversified alliances and cooperation, and organize thousands of households to engage in business, break into the market and share the benefits of scale operation. Effective service is to cultivate various specialized market-oriented service organizations around the needs of small farmers and strengthen the diversified professional service guarantee for small farmers’ production. Anxi County and Wuyishan City have effectively solved the contradiction between small tea farmers and socialized large-scale production by entering the market, the base, the platform, the classroom and the bank. 60% of the cash income of small farmers comes from tea. In the next step, we will speed up the construction of three systems: production organization, supporting facilities and product marketing.Solve the production problems of farmers; Accelerate the implementation of three models: multiple guarantees, resource revitalization and insurance expansion to solve the problem of farmers’ funds; Strengthen agricultural science and technology, agricultural information and agricultural production, solve the problem of small-scale farmers’ production and operation guarantee, and introduce small-scale farmers’ production into the track of modern agricultural development.

　　Sing a good fusion play

　　The 19th National Congress of the Communist Party of China proposed to establish and improve the system, mechanism and policy system of urban-rural integration development, and promote the integration and development of rural primary, secondary and tertiary industries. We will base ourselves on reality and sing three plays well: First, the cooperation between mountains and seas. Conscientiously practice the development mode of cooperation and linkage between mountains and seas initiated by the Supreme Leader General Secretary when he worked in Fujian, further deepen the linkage assistance, jointly build industrial parks, cultivate pillar industries, strengthen the exchange of talents, promote 23 counties (cities) with developed coastal economy to help 23 provincial-level key poverty alleviation and development counties, and ensure that the poor people enter a well-off society together with the people of the whole province. The second is urban and rural planning. Construct a new relationship between workers, peasants and urban areas, and realize the complementarity between towns and villages. Give full play to the role of the government and the market, actively guide more funds, talents, technology and other factors to flow to the countryside, and inject new kinetic energy into rural revitalization. Arrange special financial funds to establish a reward system, greatly increase the salary income of talents in mountainous areas, so that the overall income level of talents in mountainous areas is not lower than that in coastal areas, and promote the number and vitality of talents in mountainous areas. We will increase support for the former Central Soviet Area and the old revolutionary base areas. On the basis that the provincial finance accounts for 55% of the transfer payments to the old Soviet areas and counties, it will increase by 5% year by year this year. The third is industrial integration. Focusing on high-quality development, focusing on the structural reform of agricultural supply side, focusing on extending the industrial chain and expanding various functions of agriculture, we will promote the optimization and upgrading of agricultural product processing industry, promote the modernization of agricultural product circulation, develop various functions such as agricultural tourism and health care, promote "internet plus Modern Agriculture", and foster the development of new industries and new formats.Promote the upgrading of all agricultural links and the appreciation of the whole chain, and continuously improve agricultural innovation, competitiveness and total factor productivity. The proportion of agricultural primary, secondary and tertiary production will be adjusted from 33: 40: 27 in 2016 to 27: 43: 30 in 2020, so that farmers can share more value-added benefits of the whole industrial chain.

　　Set up a task force

　　The key to implementing the rural revitalization strategy is to have a "three rural" work team that understands agriculture, loves the countryside and loves farmers. We will adhere to the system of science and technology commissioners and village party secretaries initiated by the Supreme Leader General Secretary when he worked in Fujian, and constantly inject great vitality into the work of agriculture, countryside and farmers. The first is to implement the system of science and technology commissioners in depth. On the basis of tens of thousands of science and technology commissioners active in the front line of agriculture and rural areas in the province, another 1000 science and technology commissioners are sent to rural areas every year to carry out poverty alleviation through science and technology and precision poverty alleviation. Encourage scientific and technological personnel to form a community of economic interests with farmers, professional cooperatives and enterprises in the form of technology, capital and information shares. The second is to thoroughly implement the system of dispatching village party secretaries. On the basis that more than 18,000 outstanding party member cadres have been appointed as the first secretary in villages at the provincial, city and county levels, and the "double weak" villages with economic development and party building foundation have been fully covered, the system of "cadres in villages, departmental assistance, fund bundling and policy support" has been further improved, and the cadres in villages have been promoted to "bring a good team, build a good mechanism, find a good way and lay a good foundation" to provide a strong guarantee for rural revitalization.
