Guangzhou plans to improve the taxi price formation mechanism

  The industry has been developing steadily and the price formation mechanism has been improved. On February 26, the Guangzhou Municipal Development and Reform Commission issued the "Hearing Plan for the Optimization and Adjustment of Guangzhou Cruise Taxi Freight Rates" (hereinafter referred to as the "Plan"), adjusting the government pricing to the government guide price, and proposing 2 specific plans. They will be implemented in stages to gradually expand the floating range. According to relevant announcements, Guangzhou will hold a hearing on the "Plan" on March 28, 2024.

  The current cruise car freight in Guangzhou is subject to the same price in the same city, including: the starting price is 12 yuan for the first 3 kilometers; the part exceeding 3 kilometers is 2.6 yuan per kilometer; the cruise car operating speed is less than 10 kilometers per hour, 44 yuan per hour; the return air fee is subject to a ladder addition, 15 to 25 kilometers will be charged 20% according to the renewal price, and more than 25 kilometers will be charged 50% according to the renewal price; the night service fee (23:00 – 5:00 the next day) will be charged 30% according to the renewal price; the cruise car freight price is linked to the retail price of LPG fuel.

  The "Plan" points out that in order to enhance price flexibility, the freight management method of cruise cars is adjusted from government pricing to government-guided pricing, and a "benchmark freight ± floating range" model is adopted. The starting price, renewal price, and waiting time fee participate in the float; the return air fee, night service fee, and the additional Spring Festival surcharge do not participate in the float.

  In terms of benchmark freight rates, the starting price, renewal price, and standby fee benchmark freight rates implement the current standards. In terms of floating range, the floating range of freight rates can be selected according to the peak period and the peak period, and two specific plans are proposed, which will be implemented in stages to gradually expand the floating range.

  More specifically, the first plan is that in the first stage, during the peak period (7:00-10:00 and 16:00-21:00 daily, the same below), you can choose two grades of 0% and 10% floating range, and during the peak period (10:00-16:00 daily, the same below), you can choose four grades of 0%, -10%, -20%, and -30% floating range; in the subsequent stage, you can choose four grades of 0%, 10%, 20%, and 30% floating range during the peak period, and you can choose four grades of 0%, -10%, -20%, and -30% floating range during the peak period.

  The second plan is that in the first stage, you can choose 0% and 10% of the floating range during the peak period, and 0%, -10%, -20%, -30%, and -40% of the five-speed floating range during the peak period; in the subsequent stage, you can choose 0%, 10%, 20%, 30%, and 40% of the five-speed floating range during the peak period, and 0%, -10%, -20%, -30%, and -40% of the five-speed floating range during the peak period.

  According to the analysis of the "Plan", it is expected that in the first stage, the range of changes in the freight level of cruise vehicles in Plan 1 and Plan 2 is (-7.5%, 3.93%), (-10.17%, 3.93%); in the subsequent stage, Plan 1 and Plan 2 may be expanded to (-7.5%, 10.79%), (-10.17%, 14.21%).

  How to divide the two stages? According to the "Plan", the first stage of freight floating will be implemented from the date of implementation of administrative normative documents. Cruise vehicle enterprises will choose a floating range during the peak period and the peak period according to the freight floating rules, and report it to the municipal and district transportation bureaus under their jurisdiction for determination and implementation. The subsequent stage of freight floating will be started on demand, and the municipal transportation bureau will organize and implement it after a comprehensive evaluation of the first stage freight implementation effect. The specific implementation measures for floating freight rates will be issued separately by the municipal transportation bureau.

  During the Spring Festival holiday, an additional 10 yuan will be charged for each shipment.

  In addition to establishing a floating mechanism for freight rates, the "Plan" also proposes to optimize the freight structure and add a surcharge for major holidays (Spring Festival). During the Spring Festival holiday, an additional 10 yuan will be charged for each shipment. The date of the Spring Festival holiday is subject to the notice of the General Office of the State Council.

  After the implementation of the adjustment of the freight mechanism, what is the impact on citizens’ travel and drivers’ income?

  The relevant person in charge of the Guangzhou Municipal Development and Reform Commission said that the reform has limited impact on the overall freight level. Especially in the first stage, the increase rate of the two plans is controlled within 3.93%, while the decline rate can reach 7.5% to 10.17%.

  It is also estimated that during the Spring Festival holiday, an additional 10 yuan will be charged for each shipment, affecting about 1.39% of passengers (times) throughout the year; during the Spring Festival holiday, an additional 10 yuan will be charged for each shipment, and drivers are expected to receive an additional 1118 yuan/person, which will help motivate drivers to stay in business during the Spring Festival, and will also help attract drivers to return and stabilize the driver team.

  At the specific implementation level, the "Plan" makes it clear that the background real-time adjustment of freight rules will be realized through the upgrade and transformation of the new intelligent vehicle end point of taxis, and the transformation cost will be borne by the enterprise. It is expected to take one month from the start to the completion of the pricing system transformation, meter update and clear price marking work. Only when the new intelligent vehicle end point is upgraded can it participate in the freight fluctuation.

  In order to protect the public’s right to know about the cruise car freight mechanism, Wu Xiaojun, secretary general of the Guangzhou Taxi Association, said that the association will publish the city’s cruise car enterprise freight standards on the association portal. At the same time, the cruise car enterprises will also post the freight fluctuation range and specific standards in a prominent position in the cruise car; the vehicle end point screen displays the current time period and the fluctuation range of all time periods of the day. When the passenger gets on the bus, the driver will actively prompt the passenger of the fluctuation range of the corresponding time period.
