BEIJING, Jan. 25 (Xinhua) Recently, the Embassy of China in Singapore issued a centralized reply on several issues after the implementation of the "double inspection" measures.
The original text is as follows:
1. Is it necessary to apply to the health department of Singapore separately for serum testing?
A: After consultation with the Ministry of Health of Singapore, there is no need to apply to the health department for serum testing. After the application for nucleic acid testing is approved, passengers can contact the nucleic acid and serum testing themselves according to the list of nucleic acid testing institutions provided by the health department. Passengers can choose to conduct nucleic acid and serum tests in one institution or in two institutions respectively.
Second, the testing organization does not provide IgM serum antibody for separate testing. Can it be replaced by Total Antibody testing?
Answer: It can be replaced by whole serum antibody test, but the test result should be negative and the whole serum antibody must be marked with IgM serum antibody, otherwise it will not be recognized.
3. When does the validity period of the test certificate start? Is it calculated by hour or by day?
A: According to the requirements of relevant measures, the validity period of the test certificate is calculated from the time of testing and sampling. The validity period is calculated in days. For example, for flights on November 8, the sampling date should be no earlier than November 6. The test results with the sampling date of November 6th show that the validity period is until November 8th at 23: 59: 59, regardless of the specific sampling time.
4. Can the weekend or holiday testing agency test it, and can the embassy approve the green and healthy QR code?
A: The working hours of various testing institutions are different. Passengers can inquire about the relevant clinics on the website of the Ministry of Health or by telephone. The embassy will arrange personnel to be on duty on weekends or holidays, and timely approve relevant applications. In order to avoid delaying the trip, passengers are requested to apply for the green health code through the corresponding channels in time after obtaining the test certificate.
5. Do infants need to do serum tests?
A: The requirements for infant serum testing are consistent with those for nucleic acid testing. Infants under 6 years of age can be exempted from testing and can board the plane with guardians who meet the boarding conditions. Whether or not to test at the time of entry is decided by the customs and prevention and control departments at the place of entry.
6. What should I pay attention to when applying for a green health code from the embassy?
Answer: 1. The pictures related to the test certificate should be clear and complete, and it is not allowed to be cut or underlined by yourself;
2. When applying, China citizens must use Chinese characters to fill in their names in the system (including compatriots from Hong Kong, Macao and Taiwan);
3. If your test certificate does not indicate your passport number, please upload it together with your passport information page and the documents used when applying for the test;
4. When applying for the test and the test certificate, please try to use the documents you held when you entered China, such as passport, travel permit, home visit permit, Taiwanese certificate, etc.
5. Please keep the reserved contact information unblocked;
6. If the application is returned, please submit it again in the system after improving the supplementary materials according to the reasons for return;
7. Why do I always fail to apply for a green health code in WeChat system?
A: There may be a large number of centralized applications in individual time periods, which may lead to poor uploading of data by some personnel. In this case, it is suggested to try or adjust the network environment at another time (such as switching wifi or cell phone signals).
8. My test certificate has expired. Can I change it myself?
A: No.
Deliberately forging and tampering with test certificates are serious illegal and criminal acts, which will bring great risks to flight safety and epidemic prevention work. The embassy will verify the inspection certificate submitted by passengers (including the materials provided by the direct boarding personnel) through appropriate channels. If it is untrue, it will be handed over to the law enforcement departments of China and New Zealand to investigate the corresponding legal responsibilities of the parties.
9. What should I do when I get the test certificate of nucleic acid and serum IgM antibody?
A: Recently, many passengers did not submit their applications in time after obtaining the test certificate, and only applied at check-in. However, they failed to obtain the health code because the uploaded materials did not meet the audit requirements or network reasons, which led to the delay of the trip.
Here, I would like to remind the travelers to China that after obtaining the test certificate, they should carefully check the accuracy of information such as name, ID number, nationality and date of birth, and whether the antibody test certificate is marked with Venous blood sampling method, and apply for the health code through the corresponding channels at the first time.
X. I have received many test materials from the clinic, which ones should I upload?
Answer: Please give priority to uploading the "Double Test" certificate issued in the name of the clinic. Both the old and new formats are acceptable, but the new format is recommended. As shown in the figure below, it should at least contain the following information: name, passport number, nationality and date of birth, and be signed by a doctor or stamped with the seal of medical institution. Venous blood must be marked on the test certificate of serum IgM antibody. The uploaded pictures shall be complete and clear, and shall not be cut, blocked or altered. The single test report shall be uploaded inseparably. If the above clinic report has been uploaded, please do not upload the laboratory report (as shown in the figure below) unless the embassy specifically requests it.

XI. How can I fill in "country or region where I have lived for a long time" correctly?
A: If you have been working and living in Singapore, please fill in "Singapore"; If you are a new short-term visitor from China, please choose China; You are new from other countries, please choose the place where you lived before you came here, such as "Australia". Applications that are not filled in truthfully will be returned.
Twelve, after I upload the test certificate, how long will the embassy review it?
A: The Embassy arranges special personnel to be on duty every day (including weekends and holidays) to examine and approve relevant applications in time. Applications uploaded during working hours will generally be reviewed within half a day, and applications uploaded after 10 pm to the early morning of the next day will be reviewed the next morning. If you are not approved after uploading the test certificate during working hours, it may be because the passenger uploads are concentrated during this time period. We will complete the approval as soon as possible in the order of uploading. Please do not call repeatedly to ask questions, so as not to answer the phone and affect the approval efficiency.
XIII. What should I do next if I receive the red health code (that is, it is returned after examination)?
Answer: Please check the reasons for failure (shown in the red box below) and act according to the reasons prompted by the system.

If the prompt says "the photo is not clear", please choose a suitable angle to re-take the proof photo and upload it again.
