Yang Xinzhong: I mainly report three aspects:

I. General situation of epidemic situation

From 00: 00 to 24: 00 on March 19th, there was no new confirmed case in COVID-19, and one asymptomatic infected person was added. The relevant information has been published through media platforms such as "Lianyungang Release". Up to now, this round of epidemic has reported a total of 145 local confirmed cases and 133 asymptomatic infected cases.

II. Relevant work carried out since yesterday

1, nucleic acid detection. A new asymptomatic infection case was found in a centralized isolation point yesterday.

2. Medical treatment. Yesterday, 11 confirmed cases were cured and discharged, and 12 asymptomatic infected people were released from isolation medical observation. Since the current epidemic, 59 people have been cured and discharged, and 33 asymptomatic infected people have been released from isolation for medical observation. All of them have been transferred to designated rehabilitation hospitals for medical observation and health management.

3. Delineation of risk level. After comprehensive evaluation and judgment, today, three medium-risk areas in Haizhou District have been adjusted to low-risk areas, and the control measures of their residential areas have been lifted. Relevant information has been announced through media platforms such as "Lianyungang Release". The risk levels in other regions remain unchanged.

4, the city personnel from the company and rescue. Introduce the policy of personnel separation within the city to ensure the orderly flow of personnel. In society, we will carry out a special activity of "Cold Spring in send warm" to actively protect the lives of stranded people and help those who are temporarily in trouble and vagrants and beggars.

5. Remove centralized isolation. As of 7: 00 today, a total of 4,229 people were released from centralized isolation in this round of epidemic, and all the requirements such as closed-loop transshipment and home monitoring were implemented according to regulations.

6, sealed control area life, medical security. Organize 18 large and medium-sized supermarkets to "peer-to-peer" docking, control and control communities, and ensure the supply of daily living materials for residents. Since the current epidemic, the elderly, pregnant women and children have been helped to seek emergency medical treatment for 96 times, and the basic living needs such as purchasing medicine and buying vegetables have been solved for more than 4,000 times.

Third, the next work arrangement

First, continue to classify and carry out nucleic acid detection. For the sealed control area, the control area, the building where the case is located or the natural village, all personnel will carry out nucleic acid sampling and testing at different times.

The second is to implement control by zoning and grading. Counties and functional sectors without local cases have turned into normalized epidemic prevention and control, and production and living order have been restored in an orderly manner. We will continue to strictly implement control measures for key areas in Haizhou District. For other areas in Haizhou District and counties and functional sectors where local cases have occurred, the scope of control will be gradually adjusted, and the risk levels and related prevention and control measures will be adjusted in real time for eligible medium-risk areas, closed control areas and control areas.

The third is orderly transshipment and isolation. For those who are released from centralized isolation, a special class for transshipment and connection will be set up to ensure safe and orderly closed-loop reception and rejection.

The fourth is to ensure the supply of living materials. Adhere to the external supply and fixed-point supply, further strengthen the allocation of living materials and strength, and further open up the distribution end of living materials.

Chen Zhi: According to the current situation of epidemic prevention and control, in order to coordinate the epidemic prevention and control and economic and social development, our city adheres to scientific and precise prevention and control, and is dynamically adjusting prevention and control measures. After evaluation and careful judgment by provincial and municipal experts, our city has adjusted the No.3 Building of Runqiyuan, No.4 Building of Tianjing Meidi and B2 Building of Wenqiao Lvyuan in Haizhou District from a medium-risk area to a low-risk area, and the control measures for their residential areas have been lifted. At the same time, the city’s closed control areas and control areas have also begun to gradually unblock and control.

We strictly implement the national standard of "Community Prevention and Control Plan for Epidemic in COVID-19". Fourth, continue to do a good job in disinfection of internal and external environment, especially to strengthen daily disinfection of key parts such as elevator rooms, handrails and garbage bins; Fifth, strengthen humanistic care, help residents solve practical difficulties, and do a good job in psychological counseling of relevant personnel.

In addition, for counties without local cases, the production and living order will be restored in an orderly manner. From 0: 00 on March 18th, guannan county, Ganyu District and Xuwei New District have been transformed into normal epidemic prevention and control. Yang Hualin: After the outbreak in our city, as the main force and national team of emergency rescue, the city’s fire rescue workers actively participated in the anti-epidemic battle. The main work is as follows:

First, actively undertake epidemic prevention service work. 115 elite troops have been dispatched to participate in epidemic prevention service, and the support services such as accommodation and material handling, nucleic acid testing laboratory construction and complete transshipment of reinforcements have been completed efficiently and with high quality. Dispatch 10 fire engines and 50 fire rescue workers, divide them into 10 groups, and assign them to hospitals and centralized isolation points in the city to make overall plans for epidemic prevention, decontamination and fire fighting and rescue.

The second is to actively participate in epidemic prevention and disinfection. Quickly set up an epidemic prevention and disinfection commando team, and use fire engines such as smoke exhaust and water tanks to carry out disinfection operations in Lunan Street, Xinhai Street, schools and supermarkets. Use backpack aerosol sterilizer and other equipment to go deep into risk areas and carry out "carpet disinfection" every day. Up to now, a total of 136 fire engines (times) and 601 fire-fighting personnel (times) have been dispatched, and 147 residential and public places have been disinfected, with a cumulative disinfection area of about 190,000 square meters. In addition, co-ordinate and guide the county fire rescue teams to participate in the resident epidemic prevention and disinfection work, and enrich the local epidemic prevention forces.

The third is to strengthen the prevention and control of social fires. Make full use of the "on-site+remote" mode, such as fire network monitoring system, remote video, SMS prompt, telephone guidance, to conduct all-round inspection and guidance on epidemic-related sites and key supply protection units, and focus on strengthening fire supervision and management of people’s livelihood security sites such as supermarkets and markets. Since the outbreak, a total of 1071 epidemic-related sites have been inspected, helping to rectify 548 hidden dangers; Inspected and guided 249 water, electricity, supermarket and other life security enterprises (times) to help rectify 181 hidden dangers; More than 100,000 fire safety tips were sent, effectively ensuring fire safety and stability.

The fourth is to go all out to do fire fighting and rescue. Further improve the emergency plans such as the compilation of the city’s fire rescue forces, emergency response, and cross-regional reinforcements during the epidemic prevention and control period, and deploy special forces to form an emergency mobile team to maintain the state of "emergency operations" at all times. In view of the situation of community closure and road control, emergency demolition and emergency linkage plans are formulated to ensure that the rescue operation will not affect or delay. Up to now, a total of 230 police officers have been dispatched, 361 fire engines (times) and 2,100 people on duty (times) to carry out fire fighting, emergency rescue and various kinds of assistance. The fire situation is generally stable.

Chen Feng: After the outbreak, the Municipal Bureau of Agriculture and Rural Affairs immediately launched an emergency response to coordinate the prevention and control of the epidemic, stable production and supply, and spring production. According to the recent agricultural situation scheduling, this year, the area of wheat in the city is about 3.7 million mu, and the situation of wheat seedlings is slightly worse than that of the previous year, but it is generally a preferred year. As the saying goes: "Wheat rises at the vernal equinox, and every moment is worth a thousand dollars", and spring ploughing and preparation for ploughing have entered a critical season. In order to lay a solid foundation for high yield of summer grain and ensure that the farming season and farming are not delayed, we have focused on the following aspects:

First, strengthen overall planning. The Municipal Bureau of Agriculture and Rural Affairs set up a temporary headquarters for the prevention and control of sudden epidemic situation, formulated and issued a series of documents such as the Notice on Strengthening the Rapid Implementation of Increasing the Supply Capacity of Green Vegetables during the epidemic situation, and coordinated the prevention and control of epidemic situation and agricultural production. Five working groups were set up to ensure spring ploughing and promote production, and Baoxian County guaranteed the stable production and supply of vegetables, field management of wheat in spring, and preparation for spring ploughing, etc., to help the grassroots solve the problems in spring agricultural production in time.

Second, carry out precise guidance. We formulated technical guidance for the production of wheat, vegetables, fruit, animal husbandry and aquatic products under epidemic prevention and control, organized more than 100 agricultural technicians in cities, counties and townships to set up an expert group for spring ploughing and preparation during the epidemic, and carried out technical guidance nearby, and successively issued 12 spring technical guidance for field management at jointing stage of wheat. Explore the mode of "on-line farming preparation" and "on-line spring management", and use the network platforms such as agricultural technology platform and WeChat official account, and focus on providing online technical guidance and remote network training for new business entities such as family farmers, large growers and agricultural cooperative organizations. Guide farmers to do a good job in wheat field management in combination with the actual situation, and implement measures such as clearing furrows in farmland, removing soil moisture in spring, returning to green, jointing and topdressing, controlling pests and diseases, preventing late spring cold, and drought-resistant irrigation to promote wheat to increase ears and tillers. Up to now, 2.1 million mu of furrow cleaning and soil moisture control have been completed, with 3.1 million mu of chemical removal area, 760,000 mu of pest control, 2.15 million mu of spring irrigation and 2.65 million mu of returning green and jointing fertilizer.

Third, strengthen supply and marketing security. Formulate an emergency vegetable supply plan, open up a "green channel" for vegetables in the local market, establish a franchise pass system, implement a daily newspaper system for 121 key vegetable supply bases, and organize various forms of production and marketing docking to ensure the normal circulation of "vegetable basket" products during the epidemic. Set up a special fund for "increasing the supply capacity of green vegetable bases during the epidemic period" to guide the producers to adjust the variety layout and expand the varieties of sprouts and leafy vegetables to ensure the needs of the citizens. Carry out the online purchase mode of agricultural materials with "online ordering and offline distribution", implement the policies and measures to ensure the transportation and supply of agricultural materials during the epidemic prevention and control period in our city, and fully organize the supply of agricultural production materials such as pesticides, seeds, fertilizers and nursery materials. More than 20 seed production enterprises and more than 1,900 agricultural materials stores in the city have sufficient reserves, which effectively guarantee the needs of agricultural production.

Fourth, optimize the service of helping agriculture. In view of the problem of slow sales of strawberries in the East China Sea, we actively coordinated the handling and issuance of transport vehicle passes for fresh agricultural products, and actively docked large and medium-sized supermarkets and other key supply-ensuring units to help farmers broaden their sales channels. In view of the epidemic situation affecting the production and marketing of tomatoes in our city, experts were organized in time to formulate measures such as delaying harvest and long-term preservation after harvest, and they were pushed to large tomato growers in the city through the network. In view of the poor soil moisture and serious drought in Gangling area in the west of our city since the beginning of spring, we cooperated closely with the meteorological department to implement artificial precipitation enhancement on March 12 and March 14, respectively, which basically alleviated the spring drought problem.

In the next step, we will pay close attention to the situation of epidemic prevention and control, carry out dynamic guidance services, achieve "two-handed prevention and production", ensure high-standard and high-quality agricultural production in spring, and lay a solid foundation for high-yield agricultural harvest throughout the year.
