I. Background of document formulation

(1) Policy background

At present, motor vehicle emissions have become one of the important sources of air pollution, and all along, vehicles have to undergo "regular physical examination" to check whether the emissions meet the standards. Since 2019, Hangzhou has given full play to its advantages in "digital governance", innovated supervision methods, and implemented on-board emission diagnosis system (OBD) online supervision for heavy-duty diesel vehicles, which is the focus of pollution. Up to now, the number of online networked vehicles in the city has reached 47,000.

(2) Purpose and significance

Through the implementation of heavy-duty diesel vehicle online, the regulatory authorities can accurately grasp the health status of vehicle emission control devices in real time, realize long-term dynamic supervision, and provide effective support for scientific decision-making in urban pollution prevention and control. For car companies, exemption from regular emission inspection can guide the car market to choose products with higher quality, form a good market competition atmosphere of "survival of the fittest", and force car companies to further optimize and improve product quality and enhance their market competitiveness. For car owners, they can master the vehicle emission status, do a good job of maintenance and repair in time, and those who run well can be exempted from environmental testing, which is more worry-free and convenient.

Second, the public consultation situation

From March 17th to March 26th, the document was actively solicited for comments on the portal of "Hangzhou Ecological Environment Bureau" (http://EPB.hangzhou.gov.cn/art/2020/March 17th/art _ 1692296 _ 42305495.html) for 7 working days, and no feedback was received.

Third, formulate policies and measures

(1) the object of implementation. A heavy-duty diesel vehicle that has OBD online access with Hangzhou Ecological Environment Bureau and has been inspected in Hangzhou.

(2) Conditions for exemption from inspection. In the last inspection cycle, OBD networking was running normally and there was no record of overdue treatment of excessive discharge.

(3) Identification of inspection-free vehicles. On-line monitoring platform of on-board emission diagnosis system (OBD) in Hangzhou makes comprehensive analysis and judgment according to the data transmitted by vehicle networking, emission fault data and supervision and law enforcement.

(four) the way to inquire about the exemption. 1. Log in to Alipay/Zheliban/WeChat and use "Convenient Car Inspection" for inquiry; 2. Inquire through the self-service terminal of motor vehicle emission inspection; 3. Consult the motor vehicle emission inspection institutions in Hangzhou.

(5) Others. All motor vehicle emission inspection agencies in the city no longer charge emission inspection fees for inspection-free vehicles, and inspection-free vehicles are deemed to have passed regular emission inspection.

This policy shall come into force as of May 11, 2020.
